Rules of Conduct
The
Library Board of Trustees has established certain standards of acceptable
behavior on library property in order to maintain an atmosphere that promotes
the use and enjoyment of the resources and services of the library, promotes
the safety of the general public and the library staff, and protects the
building, furniture, equipment, and materials of the library.
Any
activity that interferes with the rights of other patrons to use the library,
disrupts the normal functioning of the library, could result in physical,
emotional, or mental injury to oneself or others, or could result in damage to
the facilities, equipment, or materials is considered disruptive and
unacceptable behavior.
The library reserves the right to require anyone who engages in disruptive behavior to leave the premises, the right to restrict privileges for a specified period of time, and the right to ban the individual from the library for a specified period of time or permanently. The Library works in partnership with the Saint Marys Police Department to keep its facilities, patrons and staff safe. In most cases, a staff member will notify the individual that he or she is in violation of the standards of conduct and will provide one verbal warning. Unlawful activities will be reported immediately to the Saint Marys Police Department.
Disorderly Conduct includes but is not limited to the following activities:
Engaging in fighting, whether real or pretend, or threatening other patrons or staff. Intentionally or by reckless conduct causing injury to another person.
Communicating in offensively coarse language or gestures in any other manner likely to cause annoyance or alarm. Threatening or annoying another person by physical contact or obscene language or follows a person in or about a public place.
Excessive displays of affection including any sexual conduct or physical contact deemed inappropriate for a public place.
Intentionally exposes the private parts of the body in a lewd manner.
Violent or tumultuous behavior, including talking loudly, making noise, running, jumping, pushing, shoving, throwing objects, skateboarding, playing in the elevators, stairwells, or entrances, or any behavior which creates a hazardous or physically dangerous condition or which purpose is to cause public inconvenience, annoyance or alarm, or which interferes with another person's use of the library or with the library staff's performance of their duties.
Using, selling, or possessing controlled substances on library property or entering the library property while intoxicated or under the influence of illegal controlled substances.
Intentionally damaging the property of another. Purposely or knowingly damaging property of the library, including any portion of the buildings, surrounding grounds, or the contents. (Examples include, but are not limited to: damaging restrooms, defacing furniture and walls, removing pages from books, destroying landscaping or other outdoor fixtures.)
Wrongfully takes, obtains, or withholds the property of another. Concealing, on or off the premises of the Saint Marys Public Library, upon one's person or among their belongings, or upon the person or belongings of another, any library material or portions of library material, regardless of physical form, for the purpose of depriving the library facility of its use or benefit.
Knowingly enters or remains unlawfully on the premises.
Preventing or disrupting a lawful meeting or gathering through noisy or disorderly conduct or by physically interfering.
Using tobacco products.
Eating or drinking is not permitted in the main library sections. Food consumption is permissible in designated areas only with permission of staff member.
Using the public restrooms as a laundry or personal bathing facility.
Appropriate dress and maintaining proper standards of hygiene are required while accessing the library.
The selling of anything for personal gain or a charitable cause, begging, panhandling, or circulating petitions among other patrons and staff members is not permitted. Public petitions may be posted on the public bulletin board with approval of the Library Director.
Carrying weapons of any type on library property is not permitted except by authorized persons and law enforcement officers.
Using the Internet for illegal activities or to display obscenity. (See “Computer Use Policy”)
Guide dogs trained by a recognized training agency or school are permitted in the library. when accompanied by their. Animals are otherwise not permitted in the library unless they are part of an authorized educational program.
Patrons are requested to receive or make cell phone calls from the library lobby or outside the building. The telephone at the circulation desk is a business phone. It may be used by patrons (with the permission of the staff) in cases of emergency or to call for rides, if necessary. Cell phones are permitted for use in the building at the discretion of the staff if the person is calling someone for help with a computer related issue.
A parent, guardian, or other responsible adult must accompany children under age 8 at all times in the library. (See “Children in the Library Policy”)
Wandering around the library without legitimate reason and disturbing other patrons.
Habitual sleeping.
